How to design a tool for evidence collection by a third party

Only a person with the required credentials to assess others can make a decision on evidence submitted as part of a claim for competency.
In cases where an assessor is unable to directly observe a student’s performance another suitable party may be able to collect evidence that the student is able to perform the required skills and apply the required knowledge on a regular basis in a workplace environment. This evidence is then submitted to the assessor so they can make a judgement on whether the evidence of performance has met requirements.
This session will outline a framework for creating an assessment tool appropriate for use by a suitable other party to collect evidence for consideration by an assessor. This tool is for use when relying on a third party to provide evidence from multiple occasions over a period of time.
We’ll look at:
Instructions to users - what to include for the assessor, student and other party
Qualifiers - what to include in your checklist as a guide to who is suitable to use the tool to collect evidence for assessor consideration
How a third-party or other-party evidence collection tool is different from a verification report
Ways to build reliability and validity into the tool
Specific considerations for avoiding any potential bias from the person observing and collecting the evidence
An actual tool that incorporates all of the above points
