Understanding Training Products used in the Australian National VET System

Australian VET is built to deliver and assess training to meet the development needs of learners. Registered Training Organisations (RTOs) are allowed to deliver, assess and issue Australian Qualifications Framework (AQF) certification documentation only for the training products they have on their ‘scope’, whereby:

  • ‘Scope’ refers to their scope of registration and 
  • A ‘training product’ is “[an] AQF qualification, skill set, unit of competency, accredited short course and module” (as defined in the Standards for RTOs 2015)


Training products are key features of Australian VET and may be developed in two ways:

  1. As an industry training package
  2. As a VET accredited course


All qualifications within training products are aligned to the AQF.

RTOs are required to ensure the training products they deliver meet the requirements of the training package or the VET accredited course.
